It’s a armored vehicle used by the Germans in WW2, halftracks came in many varieties used by a number of countries, the basic thing about them is the tracks were for driving why the wheels were for steering, the tracks allowed them to go through terrain wheeled vehicles couldn’t or had trouble with. This specific type the Sd Kfz 251 made by Germany is one of the more famous halftrack vehicles.
