I think the edit time limit thing is a rank thing.
I think when you get either Regular or Leader, the time limit goes away.

Member has a 30-day limit, Regular also has this limit but they can recategorize and rename topics at any time, Leader and above has limits removed
I think Basic has a 1-day or 7-day limit, not sure
