Race not starting is this Normal?

So if theres a race event the server invetes you. If you click the green bar you are in the race but sometimes i click it and nothing happens. does this also happens to you?

Does the race have lower than 3 players?

i think so idk but for a long time everything went smooth no problems. Now races dont even start even if im not the only one
