Race hosts should be able to toggle gamepass

Basically, an extra race setting for hosted races that can toggle gamepasses being allowed, so you can allow or disallow the rocket booster

Yeah, the host can disable gamepasses if they don’t want people using them

But if the host owns the rocket booster and toggles it but other players don’t have it that’s just P2W
