just to dumb it down for all the people that can’t be assed to actually thoroughly read the damn announcement post
platina is a brand new currency that’s only used to purchase vehicles that’s beyond 20B
you can earn it by doing a lot of things (most notably by just crushing cars and playing the damn game)
you can spend the platina to increase your prestige level, and by doing so you increase your platina cap, allowing you to purchase more expensive vehicles
cash appears to no longer be used past 20B, only for cash milestones that give more platina
platina also allows for more flexibility with progression, as you can buy a car as long as it’s under your current platina cap
I think you’ll also recieve the platina that you would get if you had to spend it on the vehicles you already own, so it will benefit you to be maxed out, as you’ll be able to purchase any new vehicle that comes out instantly
just think of the new platina progression system as a second track of progression, it’s different from grinding cash
there’s not more that I can say since there’s not too much information, but I hope this summarized it well enough

Im pretty sure that you have to “rebirth” in order to get more spending budget because from the image it showed there was a budget. which starts at about 200
