Answer: 9A83 S-300V [Explosive] cannot melt in The Melting Chamber because the wheels are not melting and that’s preventing the vehicle from melting completely.

What steps do you need to take for it to happen? List them in very high detail:
- Spawn 9A83 S-300V [Explosive]
- Use The Melting Chamber. As you can see, every part that touch the surface melts but wheels are not melting.
