You should make a post where you call everyone with “joe” in front and mention next to it the condition for you to call the person that, kind of like a “What I think of every active forum user”.
Example:
Panwellz - Joewellz as long as he doesn’t release occlusion
FrankSiru34 - Joesiru if he becomes a moderator
