Disable respawning/deleting vehicles in derby until at 50% health or have lost two wheels

I’m starting to get sick of people chickening out and respawning when they’re about to get hit. Disabling respawning until they have taken a considerable amount of damage should help fix that. Respawns should become available when the vehicle is below half health or the vehicle has lost two of its wheels.

You can just flip 100 times

They should make it if you respawn even before it’s disabled it gives the knock out to whoever did damage to you last though

if the flip button is available then the car should be allowed to respawn
