CC2 spawning in glitch

When I spawn in I just see this for a couple minuets (most has been about 7 min) this happens every time I join the game. I know that it is not a loading issue because I can see inside the facility.
Steps to make it happen

  1. I just join and it does it
    As far as I can tell this only happens to

This isn’t a bug. A lot of games show the area around spawn while you’re loading in.
